Firewall? Router? Connection to Server problems

hello, im trying to connect with my IP but i've gotten connection errors... now i've read the past tutorials and have tried everything that i've dealt with in the past.. have a Cisco/Linkyss router and have forwarded... and i have avast Antivirus with a firewall running, which i shut off the XP firewall, and even shut off this one... but still no luck. anyone know what the issue is??
