It does that if "Restore File Associations at Winamp Start-up" is enabled in Prefs -> File Types

I don't have that set. Only item checked in the File Types tab is "Show Winamp in the Folder context menus in Windows Explorer".

Under shell options I have "Play in Winamp" and "Enqueue in Winamp" selected for both the File Context menu and Folder Context Menu in the Windows Explorer Menu Control.

When that option is enabled on my Winamp, it always refreshes the icons when I launch Winamp.
