Sync Playlist with Romaji Characters

So, I have a lot of music by 'Big Bang', '2NE1', 'Exit Trance', etc that has Romaji characters in the filenames and in the ID3 tags. I want to sync playlists on my PC with my phone (HD2) that have these songs in them, but whenever I sync the playlists, the M3U files end up with question marks instead of the actual file-paths and the songs won't play. Is there any way to fix this?
E.g. Perhaps a method of batch converting Romaji to something in the ANSI character set, or preferably converting Romaji characters to their pronunciations using the alphabet?

Example Filename:

01-Big Bang-우린 빅뱅 (We Are Big Bang).mp3


Entry in M3U file:

#EXTINF:96,?? ?? Intro
H:\Music\Big Bang\01-Big Bang-?? ?? (We Are Big Bang).mp3
