Help about Color Themes.

Hi, im currently making a skin called Digital and was wonderin maybe it would be a good idea to put some color themes into it. Everything about the colorthemes is clear to me except on what would be the easiest way to get the RGB gamma values. Is there a picker tool or something similar, maybe a photoshop plugin? If not then i guess I'm gonna have to build a tool for it...
