Stream Shoutcast from PC to Android

Hi,
I want to listen to Shoutcast audio streams on my Android (2.2) phone but don't want to incur high costs using my providers mobile data network.
I have Winamp installed on the pc (XP). Can I stream the Shoutcast audio from my pc to the Android phone when I connect the phone via usb to the pc?
I have Winamp for Android installed but can't find how to do this.
