just had a play and have gone with

Server is currently down.
There is no source connected or no stream is configured for stream #X

where X is the stream id being viewed so there might be a chance of connecting that is what needs to be checked. is the wording ok or needs tweaking?

Works for me. Even just "Server is currently down. There is no source connected." would be fine. (As some people won't know what the "stream #X" means).

the problem with catering to the lowest common denominator is that the lowest common denominator doesn't know their ass from their elbow so chances are they wouldn't know what even the most basic status message means!

a little "too much" information is better than not enough

xD true enough. But anyone that knows what they're doing doesn't really need the "stream #X" information on the status page anyways.
