as long as you've got the means on your hosting to run programs then it can be hosted from a site.

SHOUTcast isn't an on-demand system and as such clients only get what is being streamed at the time. you can provide different streams (either via multiple v1 DNAS instances or via a single v2 DNAS instance), but having something start specifically on client connection is not possible.

the video support isn't something actively developed anymore and has basically been dropped from the v2 DNAS (might work but is no guarantees) so that wouldn't be viable for what you're looking for with the video aspect (as it also was never designed for a true on-demand style).
