you have virtual audio cable. you dont need another soundcard or capture card. that is the point of virtual audio cable (im not the support for that product).

you issues aren't really related to shoutast or winamp its virutal audio cable setup, you will need to ask that site for information on how you could take the cell phone audio (if even possible) and get it mixed into virtual audio cable and it it on shoutcast from that point.
