streams can and will come and go from the listings so it may play fine one day and not be there another day. or it may only broadcast during certain times during the day. or it could be the station has stability issues when running which can cause it to appear listed but not actually be working, etc.

the simplest way is if you're having issues is see if the raw url provides a summary page - if it does then you should be able to connect and if needed use the 'listen' link on the stream's summary page. if it doesn't appear then most likely they've stopped it or it's crashed.
