plug-ins on the site have only ever been partially guaranteed to work against the current version of Winamp and Windows at the time they were submitted. as OSes and Winamp have developed over time, assumptions made in older plug-ins are not always true now (or they had bugs but changes in the OSes memory handling, etc now expose those issues).
if running things as an administrator once doesn't resolve the issue then very likely the plug-in is not compatible with the OS / Winamp version being used. that is not down to us and the onus has always been on the plug-in developer if there are issues (though pretty much all of them have gone away now).
there is a strong argument that all of the 'broken' plug-ins should be removed or put somewhere else. only issue with that is a lot are fine on XP and earlier but not Vista and higher. it is possible to 'fix' some of the plug-ins but that a) involves a lot of time, b) often needs source code to fix properly and c) time and interest officially to get anything done. plus removing all of the older plug-ins which are not stable on newer OSes would likely leave not much on the site (which i doubt would be deemed acceptable).
