to SHOUTcast itself, depending on what you use for broadcasting, if you use sc_trans which we provide, you'd have to pay a small license fee to be able to create an MP3 stream, otherwise the tools are free.

if doing it yourself and not through a host, you're going to have to pay any bandwidth costs incurred and pay any royalties and associated broadcasting fees based on where you are to be 'legal'. so there is no simple 'cost to play' that can be provided but broadcasting will almost undoubtedly cost you compared to what you may make from stream advertising, etc.
