Uploading skins

Despite having dutifully signed up for a winamp account so I can upload my skin, I get this message when I log in:

"Your user account has insufficient permissions to continue.

Mike would love to whip your ass for this, don't let it happen again ye hear?"

Have no idea what I've done, if anything, or how to correct it. Suggestions?
