128kb is too high

I've searched the forums and can't find an answer for this. Have also googled and couldn't find explanations for how the bitrates work.....

We got Shoutcast hosting with a 128 bit rate. I have no idea why we chose 128. It was just a nice number....

So now, I've learned that 128 is excessive...
We only broadcast talk radio and read that we could go down to 64kbps and still have good quality. Plus save server space and bandwidth - and making it easier on listeners with 64kbps.. or even 48kbps

But what I can't figure out is... Which is the best way to go with this?
Is it possible to now just record all of our audio at 64 and upload it and have it play successfully on the current 128 server?
Or will we also have to contact our provider and have the bitrate for the server lowered to 64kbps?
Or Both?
Can my server bitrate be higher than my Audio bitrate?

Would love some suggestions
