Setting up own server to stream audio....problem.....

I'm not sure if this is a similar problem or not but.... i've got everything all installed and configured however when i connect to my stream, i get no audio. I'm using winamp 5.66 (latest) and it tells me what song is playing. Any ideas? I was told that it is an encoder issue...
