Intro file not working

I have read through the previous answers for intro file questions to no avail. Maybe I am just too thick headed but I have set up the .ini file to an intro .mp3 on my D: drive. It does not play. When I go to the admin page on the web, it tells me it is disabled. How can this be? I have been very particular to be sure to encode the file at the appropriate bit rate and sampling rate to match my stream. I am mystified. Any help? Anyone.... Anyone..... ;-)
