Server is definitely needed
You must use Winamp with the DSP set to use the DSP plugin. It sounds as if you have the plugin configured correctly. You need to install the server software and configure it to recieve the audio from Winamp. There is pretty good documentation on the shoutcast site as well to assist you in configuring this. Also be sure to read the READ ME docs. I found them informative.
