winamp playlist

I took a look inside a winamp playlist the other day (with trusty Notepad) and saw that its actually just a text file which points to the files which are inside the playlist. There was, however, something that confused me. As shown below there is some weird (and seemingly random) number before each song which I have no idea about. Also, there are some letters before it.

I'd very much apprieciate any help becuase I'm writing that a program that play's mp3's and I'd like to incorporate a file type similar to the M3U playlist file type into my program...

I do not know what the numbers mean, i haven't noticed them till now, 'wierd' , the letter are anouncing what will be written.
Somme playlists have #EXTARTIST and #EXTALBUM, #EXTINF is the actual string that will be listed in 's playlist, it's a kind of id tag.
