How do I start w/ transparencies?

I was wondering how can I make transparencies? The region.txt file packaged with the template baseskin zip file gives me no clues, nor does the description in the developer docs, nor any forum posting i have seen. Can somebody just break down an explanation to me in the most simple terms possible as in how to do this? Or show where i can find an explanation? In addition, is it possible for me to create this affect with the edges of the equalizer sliders? I don't think I will be able to do any overlapping with paint or photoshop with the underlying design I had in mind without it looking blatanly obvious.
Any suggestions would be appreciated.

to make a region transparent you need te set the border to coordinates inside winamp & make it comeback at the same place

looks like this...
