dinamic IP and online request --- I NEED HELP PLESE!!!!!!

I have my station playing ok.
Now, I made a webpage for my radio station with front page.
I want to put a link in the webpage so everybody can tune my show from the webpage.
the point is that I have a dinamic IP and dont want to change it all the time
Another thing that I want to do is to make my listeners able click in a link to request songs from the webpage and I dont know how to make it.

What i have to do?

Please try to explain me in simple words, my english is good but if you speak spanish will be great.
