Chinese character problem WInXP

hi.. i download an mp3. I copy the filename from a chinese website under IE6.
then the chinese character show as ???? and the song just forward to the next song without playing it.
i could play chinese songs dowloaded under win98..

In winXP. i could read those unplayable chinese mp3 without having to run my chinese viewer(NJCom).
please help!!
