Cursors help

Okay then:
I've designed this Chrono Trigger skin that is not quite finished, still the mini browser and windowshades to go, and i'm having a cursor problem. The coursor won't update to different states. It changes when put over the various title bars, EQ's, or the volume, or the scroll bars, or the song title, or the Playlist stretching thing, basically anything that involves moving or stretching, but it never goes back, or even starts at the normal.cur. It doesn't change to any of the various "close" cursors, or the "normal" cursors. Any ideas?

Nevermind. I finally figured it out. I made the icons with multiple resolutions and color levels. Winamp didn't like it.
Bye the bye: What program can save animated cursors as .cur, not .ani?
