crappy waveout on Win2k

The new waveout plugin (winamp 2.79) by peter relies on the MS waveout. While it's great on Win98 etc, it's really bad on Win2000. Try running winamp 2.79 on win 2000 and you'll hear it skipping everytime the processor is loaded.

While the plugin makes sense for users running win98, maybe some kinda warning should be placed in the documentation for win 2000 users. Also the older plugin should be available for download. It feels creepy trying to get it from sites like winamp heaven.

That's why there's a directsound output plugin.
