I am a newbie here and i got a question "can i or can i not rate skins and how do I go about doing so?"

First off welcome aboard.

2ndly id you'd like to rate a skin you need to sign up.

And 3rdly if you want to "review" skins you need to stick around for a while and be elected a skin reviewer by one of the "Mods"

yes you can. Register at winamp.com (not the forums here) and find the skin you want to rate. scroll down to below the skin and you can review/rate it.
