error syncing to mpeg

Please can someone help Im new to using winamp. I have just downloaded the 2.80 version but when I manually put a site address into the add URL I keep getting ERROR SYNCING TO MPEG, what does this mean.

What is the URL? It means that whatever Winamp is getting is not a valid mp3 (can't find the eleven 1's for a valid frame header).

As Tom says, it means that the url you typed isn't an MPEG Audio stream.
If no file extension is specified at the end of the url,
eg. http://127.0.0.0:8000/
then Winamp assumes it's an MP3 stream and it will be handled by in_mp3.dll
Chances are that the stream is in some other format, eg. wma or ogg
so you'll need to type in the correct url which specifies the proper format.
