someone aim me

ok ive been trying for a few hours now to get this to work and its doing the EXACT same thing apach does on my computer. i just talked to a road runner techy and he said there are no firewalls on the isp, i havent got mine running (not on xp either on 98se) and while this computer is configured for ICS as host(on network card with cable modem on oh usb) i closed ics and still the error appears

it seems no matter wut i try, http://localhost http://127.0.0.1 http://myipaddress they both seem to work

but then i copy and paste the exact url i put in and no one else can get through...this problem really is making me mad and i know its not something in some .dat file

my aim name is yosh scout send me a tell if u think u can help hehe
