In my experience I notice that lower rates such as 24KBPS, 16KBPS, 8KBPS ...limits the buffering as much as possible. However you conpromise on the sound quality to your listeners, as you stream at the lower rates. I currently broadcast at 24KBPS Mono 22.0KHZ. I find that this is the best compromise between the sound quality and also providing for my dial-up listeners who have 56k(and lower) modem speeds. An alternative, is to have links to multiple streams with diff. broadcast rates, so listeners can select on the basis of their internet connection speeds.
