I Broadcast but Nobody can connect on me Why?

Hi

My connection is ADSL and I have two IP's. One Dynamic and other is Static never change.

In the plug in I put my Static and it connect to my server. But nobody's can't connect on me.

I Want to know how to set my server to person can connect on me.
