question regarding delays and "live" broadcasting

i have no problems with delays and such .. but .. how can i make the delay's shorter? it seems that when i change tracks on shoutcast my friends will hear the next track in 5 minutes of when i changed it .. and when i talk it's not live .. (although i'd like it to be) .. how can i make when i talk to be not as delayed?

were streaming at 48kbps 22.052khz mono.

There is nothing you can really do. Broadcasting at a higher bitrate will decrease the lag since the size of the buffer is not dependant on the bitrate.
