Title parser

Does anyone have any ideas why the SCXML title parser I downloaded isn´t working? I have configured it as told and uploaded it to my host who supports PHP (spaceports.com). The only message I get is that server is down though. I´ve got the advice to comment/uncomment the "Set_socket_blocking" line but it still doesn´t work. Any ideas what could be wrong?
