The song I just threw up was already a 128bps mp3, is this why?

Will using straight wav files from CD, or encoding the wav file to 24bps solve this? I notice the lower you go in quality for the stream, the more clipping you get. So if I encoded all my files into 24bps and then ran the mp3gain, it should solve this? I'm guessing you can't or don't need to use mp3 gain when using wav files as your source to stream?
