Go to www.whatismyip.com, get that IP number and type your address like this

your IP number: your DNAS port number/listen.pls

But if you can't connect to that, you're under a firewall.

"server is down" means there is no source connected to the DNAS.
Fix: Send the DNAS a source with either live or on-demand content.

Check out the Sticky post titled:
SHOUTcast: Important Info & Answers to FAQs. READ ME!

Scroll down a bit and look for the section titled:
How to Setup a Live Audio Stream -> How to set up an Internet Radio station
How to Setup a Live Audio Stream -> 15 Steps to setting up SHOUTcast
How to Setup On-Demand with SHOUTcast -> Sawg's Lame Rip-Off: On Demand Audio
How to Setup On-Demand with SHOUTcast -> On Demand Audio (Radio Toolbox)

Additionally, check out these tutorials:
"and none cant connect to it!!" Not with 127.0.0.1

127.0.0.1 is a "loopback" ip and means "this machine". For me, that link connects to my machine. For you, that link connects to your machine. For person XYZ, that link connects to person XYZs machine. For...

Please post a link to your DNAS using your real, world-visible ip.

Please enjoy linkbot:
DNAS link: http://yourDNASip:yourDNASport
Listen link: http://yourDNASip:yourDNASport/listen.pls

Replace yourDNASip with the ip of the DNAS (SHOUTcast server) and yourDNASport with the DNAS port (default is 8000)

Also, machines on the same lan as the DNAS (you) need to use the lan ip of the DNAS to connect/listen.
Machines not on the same lan as the DNAS (the rest of the world) need to use the real, world-visible ip of the DNAS to connect/listen.

See RFC1918 for more information. Scroll down and look for the section titled:
3. Private Address Space

How to find your ip address (Part I).
How to find your ip address (Part II).

Finally, you can get a static name, such as foo.bar.com (not as cool as that, though ) from http://www.no-ip.com or one of the other myriad of Dynamic DNS Services.
Then, your links would be:
DNAS link: http://foo.bar.com:yourDNASport
Listen link: http://foo.bar.com:yourDNASport/listen.pls

Make sure your DNAS Machine is running and that your Shoutcast client is connected to it. Do you see any error in the DNAS?

Your source is Winamp. But you need to open your Shoutcast client and connect it to the Shoutcast server too.

1-Open winamp
2-Click on that button on the upper-right side of Winamp
3-Click on Options
4-Preferences
5-DSP/Effect
6-Nullsoft SHOUTcast source and blah blah blah..
7-Click on "Output"
8-Connect
9-Play a song and enjoy...
10-Would you like fries with that? *Gives you some fries*

Just like Hardkore123 replied...
1-Open winamp
2-Click on that button on the upper-right side of Winamp
3-Click on Options
4-Preferences
5-DSP/Effect

Here's another version:
1. With Winamp the active application, press Ctrl+P
2. On the left side, locate the DSP/Effects option and click it
3. Select the Nullsoft SHOUTcast source DSP
4. Configure the DSP
