Running my installer when...

I'd like to run the program when the user runs IE. If the user has IE already open, then it won't run it again.

I could use a home webpage to run it, but the user could change the homepage to something else.

I'm not actually doing an installer, but a password protection program so that only me and a few others can use IE. The reason for this is because unknown users have been looking at porn behind our backs.
