broadcast at 8 or 16k

I wanted to know if anyone has the plug in that will enable me to broadcast at 8k or 16k rather than the default 24k? please let me know.

Try one of the following DSPs:
1. SpacialAudio encoder
2. SHOUTcast 1.8.0 (see the FAQ for download)
3. Oddcast
