Incorrect Media Library behaviour with UTF-8 OGG entries

Hi!

When there is entries in ML with OGG format and non-english UTF-8 characters, then such entries displayed with garbage.

(This could be seen as garbage.jpg attached).
I have verified that these files contains correct utf-8 sequences by using additional utility.

But in playlist such entries correctly displayed (pl.jpg)

I have Win XP Pro SP1 with russian locale.

winamp2 doesn't support unicode, in the past it didn't even load some files with non-ansi filenames correctly

you might have luck with a russian windows version + a unicode font in the playlist

unicode is also broken (but at least possible) in winamp3, you have to use a different player if you want unicode
