Is there an NSIS port for Linux?

Also, is there any way that an NSIS script can connect to a web site and download data it needs to continue?

Linux port, no. Download data, yes, use the NSISdl plugin (you should already have it in your NSIS/plugins dir and NSIS/Contrib/NSISdl.
