Urgent Direct Link Issue

I have thoroughly read the posts and Guides, and cannot discern the source of my problem. I have a deadline of five this evening to have this link live, and I am starting to panic.

You can access our stream from shoutcast.com. (Search for "blues", livefromthelivingroom is almost always on the first page of results).
When the download box appears, if I choose "open", winamp opens and the playlist loads, but no music plays. I have to "save" the file and then open it. (this is important, you will understand why as you read the next section)

I cannot get the direct link from the website to work. I have tried both http://69.0.231.17/livingroom.pls and http://69.0.231.17:8000/livingroom.pls, both with "blank" targets.

The former shows as a text file without Winamp installed on the PC. I do not believe that this is a MIME type error, because of the way the link behaves when Winamp IS installed (am I wrong?)
With Winamp installed, this link connects, but only displays the download window for a second. You cannot choose to "Save" the playlist as necessary. So you just get a dead connection. I am assuming it is automatically selecting the "open" option, which does not work.

invalid resource

My .pls file is configured as follows:

Title1=This is long so I didn't copy it

Version=2

It is located in my root folder, where as the shoutcast server is in a subfolder one level higher.

WHY won't my link work!!!???!!! I am soooooooo frustrated!
