What exactly does USR1 signal do?

I noticed the built-in shuffle does not work very well. Perhaps it shuffles every time without making sure it has finished playing all the songs on the play list atleast once.

I figure that if my play list is 10 hours, I can just shuffle every 10 hours.
The problem is if I impement requests. I would have to put the requested song first, then remove all the songs above it and put them after the last song on the list.

Since the shuffle interval stays the same, it would still reshuffle at the same time.
