close winamp

delete paths.ini(usually found in your program files/winamp folder)

open winamp

any settings from then on should work for all users.

What is your Windows OS?

As long as it's Win2k or WinXP, and not Vista...

There's a paths.ini file in the root folder of the Winamp installation folder, usually C:\Program Files\Winamp.

If you delete paths.ini (or move it to some backup folder elsewhere, or disable it by renaming it to eg. paths.ini.off), then Winamp will no longer read/save settings from/to the %AppData%\Winamp folder but will use the Program Files\Winamp folder instead.

Note that the default paths.ini entry is:

inidir={26}\Winamp

{26} = %AppData%

%AppData%\Winamp under 2k/XP resolves to:
C:\Documents and Settings\<username>\Application Data\Winamp

%APPDATA%\Winamp Under Vista resolves to::
c:\users\<username>\AppData\Roaming\Winamp

If the OS is Vista, then you can't just delete/disable paths.ini, because Vista will not let programs write to the Program Files dir.

For Vista, you could change it to:

inidir={46}\Winamp

where {46} on Vista = C:\Users\Public\Documents

Well, you can always copy the files from %AppData%\Winamp to their respective places in Program Files\Winamp

The Media Library Options are stored in Winamp\Plugins\gen_ml.ini
and the Media Library database in Winamp\Plugins\ml\*.*

ie. as I said, you'd need to copy all files from %AppData%\Winamp into their respective places in %ProgramFiles%\Winamp
