REGEDIT4 is the file header for .REG files and is required.

The correct method is to hi-lite all the text with the mouse,
Ctrl+C to copy,
Open Notepad,
Ctrl+V to paste,
File Menu -> Save As
Change "Save as type" from "Text Documents" to "All Files"
Type in a name, eg. pls.reg
Then Save the file to anywhere on your Hard Drive you wish.
(jwnin just suggested to save it to a Temp Folder).
Then, in Explorer, goto where you saved pls.reg
and from the File Menu, select "Merge".
(If "Merge" is bolded, ie. the default action, you can just double click it)
And that's it! No need to open Regedit.
And yes, you can safely delete the reg file afterwards.
(Or back it up in a zip file incase you ever need it again)

The reason why jwnin's version is bigger is because he was being thorough,
ie. he's included more than the one RegKey.

Anyway, what I'll do is attach a Reg file in a zip.
Open the zip and extract the Reg file (to anywhere)
Run the Reg File.
Delete Reg File
Voila.
(maybe keep the zip file for backup purposes)

I've included two reg files in the zip:

1) pls.reg

This is the smaller version.
Try merging this first.
Then Reboot
Then go back to Folder Options -> File Types -> PLS (Winamp Playlist File)
and make sure "confirm open after download" is still unchecked.

2) pls_full.reg

This is exactly the same as jwnin's version.
Merge this only if the first reg file fails.
