Empty Skeleton Media Library Plugin

Well, I had a heck of a time getting started, so I thought I'd pass this along.

This should build right out of the gate into a plugin for the ML. It doesn't do anything, but it gives you the window function pointer to the media library, so you have a lot of control over it.

I'll be adding more features to this skeleton as I develop my ml_org plugin.

I am abandining this skeleton for now. The ml_org plugin is pretty straight forward and should be pretty easy to modify it.
