I guess i"ve looked everywhere.. but, i can't find where to create a transparency for my skin.

If you look in the base skin, there's a file inside called region.txt, this explains how to do a transparency....but it's a bit hard to understand.
You could also go here, there's a very nice tutorial that explains all about how to make transparencies.

step-by-step...not that I know of, you just learn as you go along, and with the aid of those links...you should be able to work it out

There is very handy program called transtrace out there (you should be able to locate it with a search engine) that allows you to draw a bitmap, and specify a color for transparancy. It then scans the bitmap and allows you to build your region.txt visually - very handy. It's the only automated skin util I've ever found worth using - though be warned, it doesnt like extreme detail (such as one pixel width strips) very well.
