Playing Trigger Ads in Non-Monetized Countries

We'd like to avoid playing the 2min Trigger Ad in countries where monetization is not setup.

We've experimented with creating multiple Trigger Ads with different audio to avoid it being so repetitive in these countries

Is there anything that can be done to avoid the Trigger Ad from playing completely to listeners in non-monetized countries?
