'Jump to file' only pops up when skinning option is turned ON

I just noticed today that I couldn't get the 'Jump to file' window to pop up at all. Either by pressing J or by choosing from the menu - it's as if the feature has disappeared completely.

I was on 5.622 when I noticed the problem, so I downloaded the latest 5.623 from the site and installed - no difference.

I found some older threads which mentioned I need to disable skinning of the window, but it was already disabled. I just tried ENABLING it, and that fixes the problem! So either way, something is out of whack. Thought you might like to know.
