Generating playlists from a directory?

I looked around but couldn't find an answer to my question. I wasn't totally sure as to how I should phrase my question so that probably didn't help.

I want a program, or .bat if it can do it, that generates playlists for winamp. m3u. But does it by you picking out a specific directory, it names each playlist by the folder under the main directory, eg.
Selecting the folder Music
C:\\Music\Linkin Park - Hybrid Theory\
would yield a playlist named Linkin Park - Hybrid Theory and include any songs within that folder as the playlist.

im sure there are other ways...but i know for sure the godfather (in my sig below) will do that.

in the godfather
click parent folder in treeview
creat playlists
CHECK subfolders
if you want all the .m3u files in one folder...use windows search, cut/paste i guess ( search .m3u ).
in winamp media library
playlist
import > import playlists from folder

Why are people so obsessed with playlists, I've never understood it. Just open directory, open that directory and BAM! The same thing a playlist would give you.

Because this way I can quickly choose which music I want on my ipod. Instead of having to make a new playlist, open up the directory, and drag the songs in, wait til they transfer and repeat 300 times I can make a little database of playlists and quickly choose which to put on and which to keep off.

That's true I guess. I don't have a HD mp3 player, mine only holds 256 megs so I don't worry about it.
