ml_iPod is not able to handle Unicode That is clearly stated in the FAQ. If you need that, you must switch to pmp_ipod.
Having said that, it is still strange that é and stuff like that doesn't work. I use German umlauts (üöä) and that's fine. Could be a problem of the code page of windows... Anyhow, I would expect the files to upload with garbled names. Please create a debug archive (see help menu on the iPod icon) after you tried to upload such a file, maybe that helps. Upload it to stashbox.org.

I have a Nano 4g (the red one for AIDS charity),.. its not listed as one of the choices when selecting which Ipod I have.. there are no 4g choices anymore. (there used to be!)

Is there a "close enough" choice? I chose the Ipod with color display... ? Good enough?
Using Winamp 5.51 and ml_ipod 3.02

There is no 4G nano (yet). "1G, 2G, 3G" refer to the generation, not the capacity. If you have a white or black plastic nano, it's 1G. If it's all brushed metal, it's a 2G. If it's squarish (fat nano), then it's 3G.

Windows 7 Beta
iPod touch (Second Generation), 8GB
