How to stream?!

I know there are plenty of tutorials and stuff about, how i create a shoutcast, but i cannnot manage to bring my shoutcast on air! What have i done 'til now:
1. Downloaded Winamp + Shoutcast Server
2. Set up the settings in Winamp Plugins
3. Started Server, connected.
4. Server on air!

The programm (shoutcast Server & Winamp) both show me, that the server is online on localadress. My problem is, where i can get the IP or adress for my shoutcast. Do i have to buy a server? Are there free servers? Does Winamp offer free servers or something? And IF i had a server, how do i put'em in my shoutcast settings?
