You can't. Mono and stereo is encoded in the file you are playing.

Hmm . . . you can't change the file itself, but you can change the way Winamp plays it back.

eg. if it's an mp3 . . .

Winamp -> Prefs (Ctrl+P) -> Plugins -> Input -> MPEG Audio Decoder -> config
Decoder tab: uncheck "allow stereo output"

So, really, it depends on what format(s) you're playing.

Also you might want to try this DSP/Effects plug-in. Like DJEgg's suggestion it won't change the file, but it will change the way you hear it in Winamp.

well b4 it would play in mono, but now it plays in stereo and it sounds shit. i want it to go back to mono cos the sound is much better

What use to play in mono and now sounds like shit? A MP3, WAVe or MIDi file? Do you have any 3rd party plug-ins? What is your Winamp version? What is your sound card? Need some more information to help you. Help us, help you.
