odd behavior, multiple covers, bug?

DL'd a file, and saw this:

and this in mp3tag, notice the lower left, i can actually click the arrows to see one or the other cover:

so this raises a couple of points and questions:

1. how is this done? is this a function of the APE tag? can id3v2.3 do this? 2.4? how do you put multiple covers in?

2. winamp seems to pick one at random. if i click another albumartist, then back, sometimes the cover changes! seems random, altho the orange one seems to "win" more.
