I'm looking for a program that will read the ID3 tags and use the track numbers to create a M3U playlist of the files in the correct order. Does such a beast exist?

Here's one possibility, although the software involved is shareware. There may be a freeware tool explicitly for this purpose, I'm not sure.
  1. Grab Dr. Tag from here: http://www.asterius.org/
  2. Open the directory containing the files you want in your list
  3. Sort these files by track number (by clicking on the relevant column header)
  4. Use CTRL+A to select all these files in Dr. Tag
  5. Choose File->Export, and make sure Playlist (*.m3u) is selected in the lowest drop-down list
  6. Save your playlist wherever you want to put it

That should do the trick...
