Prefs > Plugins > Output > DirectSound > config > Other tab
Uncheck "Enable volume control".

The mousewheel will still move the volume slider, but it will be ineffective
(ie. volume level can only be changed via Windows Volume Control).

What's your Windows OS?
DirectSound Output is recommended under Win2k/XP
WaveOut Output is recommended for Win9x/ME.

Did you uncheck DirectSound Output during installation?
It's listed under "Extra Audio Output/Effect Support" in the installation options.

Note, there's also a similar option in WaveOut config.
Volume Control > enable (uncheck).
